A couple more entries following the Film Noir theme: The Immaculate Drag and Coffee Noir - Business Detective Game.

The original link should still work.

---

The Immaculate Drag

This is a first-person, walking-simulator-style game with heavy Film Noir themes. The game is fairly short, about 30 minutes, and focuses almost entirely on having short conversations with people while smoking with them, sometimes on the topic of smoking itself. The male player character smokes from a first-person perspective, and interacts with male and female smoking NPCs. The Film-Noir aesthetic often includes smoking, but this game goes the extra mile and brings smoking to the forefront with its theme of exploring the use of smoking as a metaphor.

---

Coffee Noir - Business Detective Game

An unusual combination of a coffee-selling business sim and a Film Noir visual novel. True to the Film Noir theme, many of the male and female characters smoke, several of the women with a holder.
