The whole purpose of the scout movement was to maintain discipline and your uniform helped to achieve it. I'm sure the Akela could not make an exception, even though you were older and simply made you wear the cub uniform. Yes the shorts were 'microscopic' but that was considered the ideal uniform for cubs. You were simply downgraded from the scouts and simply had to wear the cub uniform. I don't consider it a humiliation or to make you look 'childish', it was considered necessary to keep you in shorts.
