When I babysat before having children and when my oldest was young, I used to just pull down pants and underpants/panties to their ankles and spank. But there were too many times pants would be half kicked off or shorts/undergarments would be kicked off completely and I felt it was just easier to remove clothes completely from the waist down. Which is what I've been doing ever since.

When I give a mouth soaping, I do bare them in their birthday suit as I will soap first, then spank. And I find it just easier to remove everything first as the soap can make quite a mess with their top.

The only other time I will spank them nude is situational. When I've had to give spankings to the younger children for being naughty during bath time or when having to spank out of the pool. Swim trunks are removed for the boys and one-piece suits are peeled down and off for the girls. However, if the girls are in a two-piece, then the top is left on.
