I would take it even further. There was a time not so long ago that children misbehaving in a mall would be given a bare bottom spanking on the spot to the point of tears, in front of everyone.

There was a time not so long ago that elementary school teachers could march misbehaving students to the front of the classroom, pull down their pants and underwear, and spank their bare bottoms in front of a class of boys and girls.

Yes, the whole world would be a better place if parents spanked more, but it would be an even better place than that if children knew that they could be spanked bare bottom over the knee in public if they act up in public. My stance is controversial, but even if older children were allowed to keep underpants on for a public spanking the embarrassment would still be significant, and that's the key factor. The most effective spankings I personally have witnessed or enforced are not the ones where the child felt the most pain, but the ones where they experienced the most embarrassment. It lasts way longer than the pain. It also functions as a major deterrent to other children witnessing the punishment.

People these days are so obsessed with protecting children from serious consequences of their actions. They don't want them to be held accountable or feel ashamed. Some things should result in a blushing child and eventually a crying child. If public spanking were brought back as a societal norm you would very quickly see a change in how kids act in public.

Unfortunately our society is going in the exact opposite direction and you can't even swat an errant child's jean-clad bottom one time without someone calling the police.
