It seems you are a proponent of light embarrassment as part of the punishment. It interests me how you put it, essentially ensuring that "proper embarrassment" is inflicted from the girls seeing each other's bare bottoms exposed.

I personally believe that up to a certain age or maturity, depending on what exactly the child has done, it is acceptable to spank their bare bottoms in front of anyone you choose to. There are few if any greater demonstrations of parental/adult authority, and I believe public bare bottom spanking is a just punishment for very egregious/malicious misbehavior because I've seen how effective it has been in acting as a deterrent to other kids witnessing as well as an immediate punishment for the child who experiences significant pain but also immense embarrassment which lasts much longer than the pain.

It does get muddy when kids are unrelated. It's something I have seen before, a situation similar to what you describe actually, but in most cases you'd want to keep punishment outside the family private. I have no idea what rights she has to punish this boy as his babysitter, but I don't think she should spank her daughter in front of him unless she can do the same to him and they've all known each other for years, basically the kids whole lives. It'd even be one thing if it was 2 girls or 2 boys but when it's a boy and a girl, the option to spank bare bottom carries an entirely different dynamic, especially when it comes to older kids. A very powerful punishment that should not in any way involve strangers.
