Don't assume that if you find the ground cold or unpleasant to walk on, your children will feel the same. Once they find pleasure in conditioning themselves they will soon easily go barefoot where most adults need good shoes.

On the other hand (or foot?) don't assume if your child likes to be barefoot they will completely give up all footwear summer and winter. There might still be limits and those are individually different. It's ok to keep some emergency shoes for the coldest days of winter, just as we have gloves and all the other items keeping us warm.
