That sounds interesting, so they have just one strap under the arch, or anything around the toes as well?
I guess to keep warm it has to be "attached" so that it stays close to the skin and there's no chance for snow or anything else to get inbetween.

Who decides what's "normal" anyway? Different societies in different eras had different standards. To me a child is most normal and natural when hands and feet are bare and the rest of the clothing is comfortable, practical and relaxed fit, suitable for the season.

For children who prefer going barefoot and their family it's "normal", yes, and the most natural and logical way to be.
In my daughter's case I found that she preferred to have her feet free before she even made attempts to walk. My parents gave me some footed onesies for her that I modified by cutting off the feet and making hems instead. When she learned to walk it was obvious that she could keep best balance if her feet were bare and she could feel the ground directly. So I decided not to get her used to footwear if it could be avoided. Though frosty weather is always a challenge for that!
I think it's important for children to find their own preferences, their own taste, about what they prefer to do, how they prefer to dress, when they like to be most active, whether they want to be on their own or with others ... and many more things. Parents can give guidance but it's important to learn to take decisions from as early as possible.
What surprised me is that it only took her a few months to become a more dedicated barefooter than I had ever been. Though I always loved to go barefoot at home, in the garden, in the park, wherever it's a pleasant ground and nice temperature, I'm not such a fan of the dirty city streets, of gravel and icy cold ground, but those things don't bother her at all!
In the beginning I walked barefoot when going out with her to feel the same things as she did, but now I'm wearing shoes in fall and winter and she doesn't, that's how she decided and prefers to be and it does her good!
