Mine don't even need encouragement; if it's up to them, they'll always prefer going barefoot and that's fine to me.

If I look at my children's feet they are all at once: Cute, pretty, tough, strong, indestructible, but certainly not ugly or smelly! They deserve fresh air and touching lots of exciting things every day. And the more they play barefoot, the more it seems to energize them!
