Looks like you're doing the right thing by having him go barefoot at least during the holidays. Good luck for him to get rid of athlete's foot.
It seems though that it would be easier if you had started earlier declaring summer (at least) to be a barefoot period. But it's never too late to start.
I suggest to make walking barefoot "his special thing". His new superpower that he's about to discover. Something better than the latest sneakers, part of himself.
We did it this way with our children. Bare feet are their thing, even if as parents we sometimes go barefoot with them. It is what makes them special, also compared to other kids who don't go barefoot as much. And sometimes they still surprise us, like my youngest son who learned things like balancing on a slackline or climbing a street lamp pole all on his own!
Great if his sister motivates him. Our children constantly motivate each other, as parents we don't even have to do much. You're right, there's no need to take her shoes away, better if she discovers by herself she doesn't need them.
