You are right, parents take the decision and when (not) to put shoes on their babies and take responsibility for the consequences. We did it much like you, waiting with footwear until there were actual signs of discomfort or the wish to put something on. Our approach is "shoes are like gloves, hats or scarves, for cold weather only", at least for pre-school kids (and certainly well into school age).

The result so far? No frostbite, no cold, robust soles and strong circulation. Yes my kids will put on legwarmers too and can sometimes be seen all wrapped up in warm jackets and pants with bare feet sticking out on the bottom, so cute and funny. They are all reasonable enough to say when they get too cold though, and are extremely cautious as soon as there's snow and ice. It's that natural feeling of what's good for you and what isn't, a precious thing that we shouldn't inhibit.

By the way ... as I listen to their cute little barefoot steps around the house, I mostly guess right of who's walking. They all have their individual ways (and individual styles too).
