Going barefoot is good and healthy for all ages, and generally it's a good idea for parents to give a good example to their kids, so it would be best if everyone goes barefoot at home, and parents are barefoot for every activity where they think it would be good for their children to go barefoot as well. That way parents and children will feel the same things and it's also easier to tell whether the conditions are good.

If they have to put on shoes when going out to do their job, that doesn't mean the children have to do the same, after all they don't have a job with dress code requirements.

It would be strange if parents who always wear shoes expect their children go go barefoot.

Then again there is personal preference: I have met some adults who find it unpleasant to have their feet cool and damp, such as in moist grass, whereas there might be children who have absolutely no problem with it. Not everybody's perception is the same. So adults who feel a little cold shouldn't force children to put on shoes, but leave it up to them to decide that.
