My 2 year old daughter Rita is mostly barefoot and unaffected by the cold, it's amazing! When it's too frosty I have wool socks for her, they don't wear out much. She only wears them outside in the cold and when she feels warm enough she takes them off again. It's only an emergency measure for the coldest days.
