I think that "guiding a preference" works better than setting hard rules. By that I mean that you could give your children pleasant barefoot experiences. Praise them for successful barefoot walks, hikes and climbs. There's enough that they "must" do (be home for lunch, help in the household, keep their things tidy and clean); a rule "no outdoor shoes or dirty feet in the house" makes sense but outside it should be up to their choice. Like that they can learn to interpret what they feel with their feet: Is it too hot, too cold or just right? Too rough or doesn't matter?

And there's a lot of recommendation and hints you can give without saying "You MUST ...". Growing up means learning to take decisions and live with the consequences, some encouragement and informing about the advantages should be enough.

Then again it's the parents who buy shoes and socks and as with everything there's a right amount and there's "too much". I'm certain that parents who want to give their kids a barefoot childhood don't buy too many shoes, just what's necessary as their shoes grow, and in many situations of a child's day shoes aren't really necessary.
