I unfortunately have to work with PCs from time to time and after overclocking a few of them I have a few tips to offer:

1. Use a big heatsink and fan. Also, thermal glue between the chip and the cooler is essential--use as much as necessary.

2. Try to get an airflow path going through the case. Use a couple fans to pull air in one side of the case and another to blow air out, trying to get a flow of air over the processor.

3. As everyone has stated before, Peltier coolers can do wondrous things, but you may have to build a heat pipe system instead. Do a search on Maximum PC Magazine's web site (http://www.maximumpc.com ???) for "heat pipe." I know they did an article on it not too long ago.
