The $64,000 question is whether it's a h/w or s/w issue.

If the display flashes all the time, irrespective of what it's displaying, then it's a h/w issue, and I'd suspect the analogue board.

If the display is OK until the Welcome screen appears, and then it flashes and goes no further, then it's a s/w issue.

My first approach would be to d/l the 7.5NAD floppy image off the Apple ftp site, create a floppy and try booting from that. In fact, that's my solution for most s/w issues! ;-)
