Mainly because of Standards established by the industry. I notice foreign movies and shows have had spanking scenes with child actors on the receiving end including bare bottom spankings. They were more frequent in the past but not as much now. But you didn't see that portrayed as often in American made movies and shows and now they are rarely portrayed. Even where the spankings are "shown" for the most part, they don't actually the contact being made. One exception was the movie "Joe the King" Where the titular character was spanked at school by his teacher. She picked him up and carried him to the front of the class room. Then pulled his pants down to his ankles, took him over her knee and spanked his bare bottom while the students looked on. They showed one brief view of the boy's bare bottom and a single slap, then the rest of the spanking you could hear but you only saw his face or the reactions of the other students. In the censored version, you see him taken up front and bent over but his butt is never shown, only his face and the reaction of the kids.

Even in cases where a bare bottom spanking is done, they often shoot the scene where you won't see anything. Like the movie Confetti Harvest. A young girl raised in a religious family sneaks off to a carnival with her brother and they get in trouble. She is spanked by her father. You see her over his knee and her dress is pulled up. You hear the sound of a bare bottom spanking but you never actually see the impact. You see her facial reaction during the spanking. Then when her father pulls her dress back down after the spanking, and lets her up. She quickly pulls her panties up and runs out of the barn.

You are correct about the way TV parents are portrayed. Especially in America. Now they are basically props in the show with the kids being the stars, and so-called "Gentle parenting" is practiced over traditional parenting practices. It's very unlikely that will ever change.
