To be honest, the question doesn't come up that often when it comes to girls in diapers.
In principle, girls can become sexually aroused through mechanical stimulation just like boys. This includes rubbing and stroking the genital and anal regions as well as direct stimulation of the labia and clitoris areas. Prepubescent girls and those at the beginning of puberty are less likely to insert things into the vagina, whereas anal penetration is more common.
Contrary to popular belief, girls are capable of orgasm from a very young age. However, the orgasm of a 5 year old has nothing to do with the orgasm of a 14 year old or even an adult woman. Sexual desire and lust only come later; as a toddler it is more of a nice physical feeling.
Nevertheless, you can of course prevent masturbation from an early age by preventing or at least restricting access to the genitals. In any case, a diaper is quite a hurdle.
However, it is also important to know that girls can reach an orgasm easily and, above all, very discreetly by pressing their thighs together. Monitoring is more difficult, especially at night, which is why many parents let their girls sleep in a fixed, slightly spread position. The demand for spread diapers or spread panties is therefore quite high.
However, to get to your actual question: Yes, there are chastity devices for girls. However, these are usually quite difficult to reconcile with continuous diaper training. Since there is no attachment option like for boys, a chastity device for girls always consists of a hip belt with a crotch strap, which usually completely covers the vulva and also goes through the anal groove.
Changing a diaper always involves opening and cleaning the chastity device, which all in all makes it very time-consuming.
Strict diaper training with lockable boddies and nighttime spreading should deter most girls from masturbation.
