Subject: Stupid question of the year

OK stupid question time... Are pennies solid copper? Or steel coated copper? I ask this because I collect a lot of change for my researching photo copies, and yesterday I got a penny that is weird... The front of the penny is mostly (what seems to be) steel... or other metal like it... there is a small area of copper, the back of the coin is mostly copper with a little bit of the steel color, the edge around the coin seems to be a 50/50 with part being copper and part being this steel looking metal... Could copper wear off a penny?

It is a 1991 D mint.

Please respond here because there seems to be a e-mail that has gotten stuck, so I fear my server is going to have to wipe out all the mail waiting in my box in order for it to work again... and my server wont be in until tomorrow :o(
