A straight answer to your question:
I do not agree with you that this is the import of Paulsen's understanding of the matter. While I am open to the possibility and even likelihood of what he says as being true I have not had the same experiences as he has claimed which led to his understanding of it.
My answer can only be that from what I understand of his theory and the way he feels about it, he does not consider this 'genetic inferiority' as you claim he has refered to it to be in any way a condemnation or racist slur on those peoples.
I would like you to provide direct quotations from Paulsen where he refers to this difference in genetic make-up as being inferior. By inferior I mean an implied slur or negation of the spiritual worth of those races, in which case it would be rightly termed racist. I challenge you to provide this material as I feel that all this defamation of his character you are actively provoking is based solely on your misunderstanding of his words and motives.
