Indeed. They are RARELY sent out. There are usually two to a set- one who glows in Gold, and one who glows in Silver. Eiji and Aya were Moon Children once upon a time. They actually don't have free will. Verdandi uses them sort of as 'arms' of herself in the physical world to get things done. They very rarely fail in their tasks. Eiji and Aya failed at theirs because of somebody like you. They were meant to destroy a race, but somebody stood up to them and Verdandi decided to grant the mortals wishes and let them live. When they die (Either by sacrificing themselves like Vanyel and Kerowyn did, or growing old- like Eiji and Aya) they go to the Spirit River, where they turn into creatures like Fire Birds or Chasers. They wait there for somebody to come and be bonded to them. You saw how Naoki got Eiji and Aya- they aren't particularly picky.
