My dad was a Maryland State Trooper for 27 years, and for 12 of those years, after he moved up on the totem pole a bit and before he stopped working the street to work in the crime lab, he had the same partner.

On the other hand, with my work I deal with a lot of Baltimore City Police officers, and they seem to switch partners rather frequently. I don't know if it's the difference between state police and local district police, or if it's specific to Baltimore City, but the police officers I've dealt with move to different divisions every few years, from homicide to narcotics to SWAT, etc. And everytime they change they get a new partner.

And I have no idea how the FBI works.
