As you say, nuthin really new. Seems like they've been "in negotiations" for a second movie ever since the TV series ended in May of 2002.
IMHO, it ain't gonna happen. DD has moved on with his life. GA has moved to another country. The hardcore fans were p****d off by the last two seasons. The teenagers who make up the bulk of the moviegoing audience -- especially for big-budget sci-fi movies -- were toddlers when the series debuted and in elementary school when it ended and probably couldn't tell Gillian Anderson from Ann Jillian.
Also, to be blunt about it, unless an actress is *VERY* famous (think Julia Roberts or Nicole Kidman) movie studios are reluctant to give starring roles to actresses over the age of 35 and I think GA is at least that old. (I'm not defending this attitude, just pointing out that it does exist.)
I will always hold that they shot themselves in the foot with seasons eight and nine. If they'd ended it with season seven, they could have gone straight into production of a second movie and now be hard at work at a third movie, with a franchise that could be as enduring as the Star Trek or James Bond movies.
