Your son would almost certainly fail a developmental vision test, given the way you describe him. Please read the page First to Third Grade Help on my website and consider the possibility that he's being held back by the same vision problems that I've seen in so many kids I've worked with.

If your child has a problem with his binocular vision skills, and he probably does, the school isn't going to be able to help him beyond trying to give him extra reading help, which, as you can already see, isn't working all that well. It's encouraging that he can blend sounds and get the word though, because fixing his vision skills just might be all he needs to get back on track.
