I added the rank10 just so you can see it, even though it is significantly harder to reach than 8, and maybe not reachable by casual players. However, 8 should be reachable with casual play.
With the rank10 gear, I get 259 stats combined, and 96 magic power. Which is more than I could reach with the PvE blue sets - maybe 10-15% more.

Just FYI, the purple PvP sets will give a staggering 360 stats and 194 magic power! That is 30% more stats and more than double magic power! The PvP staff would give +70 magic power, over 30% of the combined power :)

Notice that belt, weapons, wand/bow, rings, trinkets are not achievable through PvP ranks.
