Subject: Oireachtas in IL - needs to be in Phase 5?

I was looking at the phased reopening plan for IL since the Oireachtas is in Schaumburg, IL. It looks like large gatherings can’t occur until Phase 5 and it’s the same phase they expect a vaccine. Could Oireachtas occur if IL hasn’t reached Phase 5? Maybe each city has its own rules? Maybe the phased reopening has been overturned? Anyone from IL have any insight?
