Edward considered for a moment the policies established by the council which set up the medical system. As both a research and care facility for base staff as well as an emergency resource for the various travellers who often passed through Rugby, provisions were allowed, evaluated on need, to treat any and all who entered without discrimination. Edward spoke with one of the nurses, pointing to where El'Jarrun had set himself down. He had little patience or time to deal with such distractions and was half-tempted to approve the prescription himself. But Dr. Antony had his principles; there were plenty of places El'Jarrun could "score" outside of his jurisdiction, and he wouldn't have to face the ramifications of it.

For not the first time Edward hoped for a new way of doing things, and questioned silently the leadership behind Starbase Rugby. Soon, that would be the least of his concerns...
