One of the very first protocal of military manuevers is to cut down on the cost of the army. Economics and politics are the force that drives the military and it's goals. For this reason the Department of Agriculture and Financing were established by the early Cybertronian Senate.

The original purpose of the department was to ensure SB-Rugby's survival without the use of an extended supply train between Cybertron and the Star Base.

Even the building of the Station could have posed a bit of a problem so far into the Outer Sectors.

The Recon team consisted of Nebulans and a few Earthanics (who were well trained in the science of terraforming). Some technorganics remained on board of the ship while some took animal form and spied the planet of Manar upon discovery.

It was found to be a key place for agriculture.
