I am not sure on that, but I seem to have noticed
that a player that is a starter but ends the season
as a backup (because of injury i.e.) is more likely
to retire.
Especially if the player was on IR, he should allways
placed back on his original roster spot.

Also the manual says that retirements depends on
how your team has ended. It says something like
a veteran may go out after a bowl while he would stay
if he had lost the bowl with his team.

Also there will allways be a certain amount of random
retirements. Usually in the O and I slots but not in
the A slots.
