Perhaps I can shed some light on this phenomenon! From
the random faqs and guides on FPSF I've read, it is clear
that there is an age factor in determining the chance of
retirement (duh!). However, the roster spot a player
occupies (Im not sure, but I think this is averaged out
over the season, or it should be) is *very* important. So,
a 12 year old starting qb will be less likely to retire
than a 9 year old backup. There are some cutoff limits
(any player above age x on a backup spot will retire) and
injury factors as well.

Because all the old vets in the league are generally
highly skilled, they get put on the top roster spots during
the season and are less likely to retire. If we all moved
them down the depth chart, we'd have a massive retirement
wave next year.

This is obviously not perfect, but what system is? And I
must say it *does* introduce a bit of realism, especially
when we imagine a bit of narrative to go along. What 6
year old pro wants to keep cooling his heels in a permanent
backup position? He will want to be traded or retire (move
on to the XFL? :-) ). It makes a GMs job much more
interesting: should we bench the old vet in favor of the
up and coming guy, or keep the new guy bored for a few
more years, with the risk that he will want to move on.

Please note that I do not have more detailed information on
retirements and any numbers Ive used are examples. Also,
FPSF has changed quite a bit over the years, so this info
might be outdated. If you have some actual facts, dont
hesitate to share!
