We've been to Melbourne many times and the longest we have had to wait for a connecting train from Spencer Street (still can't get used to calling is Southern Cross) to Flinders Street is 5 minutes. Honestly we usually descend from the escalator straight into the open doors of the City Circle Line. The odd time we have to wait a few minutes we joke about the poor service!!!
