It's starting to have an effect. California, along with 15 other states, have passed legislation reducing greenhouse gas emissions. They are waiting for the EPA to approve their plans, and the Supreme Court has directed them to do so. The Senate is proposing a 35mpg standard by 2020, which will also help a lot.
