It is obvious that you have little knowledge of what is going on in the economy. First, new power plants are being built as fast as they can get them up. You have to wait years if you order a Natural gas powered turbine right now. And there are plenty of coal plants going up also. And, I think there are at least three new nuke plants under permit.
And, call up a major construction outfit that does electrical utility construction. They are booked for years in advance and even the equipment they use is in short supply. It has been that way for a number of years now.
Now for Enron....they traded electricity futures, they didn't/couldn't have 'fixed' the market. There was a run up in prices during that time when the market sensed a shortage, which by the way, existed in the eastern US also at that time. CA had spent years not building new power plants and lines and pipelines because of the Sierria Club and other nut cases that would sue eveytime anything was proposed. And the Leftist CA government thought they could 'fix' the rates at a level lower than prevailing rates just like they did with rents and property taxes. They thought they could buy infinate amounts of extra energy in the open market at cheap prices. They got caught by their own stupidity.
As for gasoline and refineries.....There has not been a new refinery built since the 1970's here in the US but there has been expansions at existing refineries. But what happens when gas is in short supply is that it IS IMPORTED in even larger amounts. You see, energy companies don't think in a vacume like politicians and leftist kooks. When they are prevented from building new refineries here in the USA, they just build them overseas along with the new high paid construction jobs and union jobs that go with them. You would be shocked to know how much finished gasoline product is imported into the US.
I know this is a lot of info for some of you pea brained leftists to absorb at one reading and I know it doesn't fit your preconceived idea of things but if you read it over and over a few times you might get some of it.

>Strange since the brownouts in ca happened when enron

>they are doing right now ) in order to justify the

>without any more refineries being built. But then
>there are always who fall for these now feeble excuses
