Triggered by some worried phonecalls from English clients and from the article on page 61 of the latest Yachting World, I spent the whole daylooking into this SOLAS issue, mainly on the MCA website, plus IMO and our Dutch Shipping Inspectorate and ministry.

One thing that confuses me is:
The definition of , and more, the difference between a: SHIP ­ VESSEL - PLEASURE VESSEL ­ PASSENGER VESSEL ­ SAILING SHIP.
e.g. what is the difference between a CLASS XI and a CLASS XII vessel, other than the means of propulsion in case of a M.Y.?

Some of these SOLAS requirements apply to ANY ³SHIPS², but then do they mean any boat that is Classified by the MCA(so somewhere in CLASS 1 ­ CLASS D ?
(so only yachts >45 ft) or indeed ANY 27 ft-er going out ?

Furthermore, the YW article says IMO/SOLAS has brought the rules down to yacht-level, but in the MCA site and from our Dutch orgıs I understand it is the MCA as national administrational body, who have taken things from the
150 tonnes + ships towards yachts. (see

Who can shed a light on this ? It probably has to do with me only half understanding the English language and itıs subtle differences in wording but who can help me out.

If it all indeed is IMO/SOLAS regulated and indeed all pleasure yachts are effected, the implications are enormous ! specially if things go wrong !
