If you're a half-descent figure skater from Kenya, you're going to have an easier time qualifying for the Worlds or Olympics than if you're form Canada. That's just how it works. If we truly want the Worlds to be the most elite competition, then it doesn't necessarily matter than 7th in Mid-America could maybe beat 3rd in Mainland Europe. All that I want to see at the Worlds is the top three in North America, etc.
You make a very good point about the cost of running the Worlds, as well, but if it really was just the elite dancers of the world and not... everyone... Worlds could be run in two days as a much more prestigious, higher-quality event, that wouldn't cost nearly as much to run.

The whole system is broken.
