Acts 5:29 says: "Peter and the other apostles replied: 'We must obey God rather than men!'" (NIV)
In this verse the Greek word for "men" is: -anthropsos-
It means "human being". It has a universal meaning that would include all mankind; beginning from the pope, pastor, evangilist, shepherd, and all the way down to the laymen. From the president or king down to the mayor.
Therefore the command in this verse is: "We must obey God rather than all mankind." In no way does this verse exclude Holy men of God. It is meant to teach Christians that we should obey God, and God alone.
