Yes, the gospel should be preached to all peoples... but it's okay to keep the focus on one's ministry on specific groups. For example, ever hear of Campus Crusade for Christ? Or the Navigators? They are all campus ministries... the only difference is that these groups are not churches... their members belong to separate churches (but then this leads to a whole other discussion I'd rather not get into at this point).
