Yes, the tiebreaker was intended to reflect the type of game that was played--almost a "total points" sort of thing, but broken down into two parts.

Using the margin of victory as the tiebreaker will create problems as there is generally less of a range and this will probably result in fewer ties being broken. Whereas the margin of victory will generally be between 1 and 20, the total points will generally be between 45-80 for each team, allowing much more opportunity for tiebreaking.

This should have been explained somewhat better from the start.
