As Salaamu Alaikoum,

Praise be to Allah.

Taqdeer means "measurement, to measure things" and Qadr means manifestation of the Taqdeer...although sometime
they are interchangeable. Every Muslim must believe in Predestination of Allah..ie, fate. That means to believe that Allah the almighty knows everything before it exists, and to believe that he wrote everything down. Also to believe everything will take place according to what he has predestined.

Although, Allah the almighty have pre destined everything, we still have our free will to choose between right and wrong. Keep in mind, that the individual is not going to carry out anything different from what has been predestined for him:

The Prophet(saw) said, "The first thing which Allah created was the Pen and he commanded it to write. It asked, what should I write? and he said, Write the Decree (al Qadr). So it wrote what had happened and what was going to hapen up to eternity." [Tirmidhi]

Neverless, a Muslim shouldnt use the fate as an excuse for his disobedience to Allah because no one knows what has been written for him...

AND ALLAH KNOWS BEST
