Praise be to Allah.
In regards to wearing Niqaab or covering the face, Imam Ahmad states that the wearing of Niqaab is fard (obligatory) and the scholars of Saudi are followers of Imam Ahmad. Shaykh Jibreen is one of the Scholars of Saudi.
There are however two opinions from the Scholars on the wearing of Niqaab. Remember, whenever their are two opinions from the scholars on an issue you MUST provide both..not just one, and allow the people to take from the one which seems to be most Sahih to them.
You just wrote the one opinion, here is the other opinion in which the majority of the scholars including Shaykh Albani have.
All other Scholars say it is not fard and they base it on the following evidence:
It is stated that her entire body is 'aurah and must be covered, except her hands and face. Says Allah in the Qur'an, "And to display of their adornment only that which is apparent(do not expose any adornment or beauty save the hands and face)".
It has been authentically related from Ibn 'Abbas, Ibn'Umar and 'Aishah that the Prophet said, "Allah does not accept the prayer of an adult woman unless she is wearing a headcovering (khimar, hijab)." This is related by "the five,"except for an-Nasa'i, and by Ibn Khuzaimah and al-Hakim. At-Tirmidhi grades it as hassan.
Narrated Abdullah bin Umar
A person stood up and asked, "O Allah's: Apostle! What clothes may be worn in the state of Ihram?" The Prophet replied, "Do not wear a shirt or trousers,or any headgear (e.g. a turban), or a hooded cloak; but if somebody has no shoes he can wear leather stockings provided they are cut short off theankles, and also, do not wear anything perfumed with wars or saffron, and the Muhrima (a woman in the state of Ihram) should not cover her face, or wear gloves." (Bukhari 3.64)
Due to the fact that women are ORDERED by the PROPHET(SAW) to NOT cover their face or hands during Hajj, this shows that the hands and face are NOT awrah otherwise the Prophet would not have ordered such a thing...
CONCLUSION: Muslims need not sit about argue or debate an issue that even the scholars do not agree on. Both sides of the issue of Niqaab have good Sahih Evidence so take from the one that seems best for you and move on. Do not sit around engaging in endless debates..
