You have found one of the differences between ASL (which
is the basis of the map LOS functin) and SL. Folks are
working on solving this problem (changing the map LOS to
SL definitions), but that is far from complete, as I
understand it.

It does mean a building with a second floor, in SL. ASL
adds a concept of a "level one" building that is a floor
between ground floor and level 2, as the europeans "count"
floors.

ASL's building level one is a half-way definition, it does
not permit folks to see quite as much as if they are on
level 2.

Oh good, a question with an example!

Yes, that is correct. Although additional blind hexes
exist in 3D7, 3C8, and 3B8. You _can_ see 3A9.

Lets do another example, from 3M2 towards 3M7:

Upper floor: Can see 3M3, 3M4, 3M5, --, 3M7, and nothing on
board 3 beyond that.

Ground floor: Can see 3M3, 3M4, but everything beyond that
is blocked by the stone wall.

Note that Scenario GAMMA uses the basic multi-story rules
that are used in Sceanrios #1 and #2 ... NOT the more
complex rules added by rule 57.

Thing to remember here (and it is far from obvious) is
that the LOS function in VASSAL/VSQL is NOT the SL rules
converted for our easy use. Trust the rules first, if
that is at all possible!
