It's not quite that simple. If the woman is married, then her husband is legally the father. If she's not married, then yes, she could claim financial support from the biological father. The only exception is for clinic donors covered by the HFE Act.

This is similar to the legal position in many countries, including most states in the US.

I don't know for sure, but I doubt that an ISP could be forced to reveal the name of a customer.
