I understand where you are getting the idea of promise to mean salvation. There are passages that speak of salvation as a promise of God.
However, I do not think the context of Acts 2 bears out that the promise it is speaking of is this. It is not just the promise, but the promise of the Holy Spirit. This is not the same as the promise of Salvation. The passage you cited from Acts 13 is clearly talking about the promise of salvation. Paul clearly makes reference to Christ's atoning work and resurrection.
However, when Peter speaks of the "promise" in Acts 2, he is refers to something else entirely. After Peter quotes from Joel concering the promise of the outpouring of the Spirit, he points out to the people that they are witnessing the fulfillment of that promise. While I can see a definite theological connection with the outpouring of the Spirit and salvation, the two are not one and the same.
