Nationals would be considered a qualifying event for Worlds, so the rule would apply to teachers or AD's posting pictures, but I would say not parents or dancers themselves.

"Major competitions as referred to in 3.4.2b of Rules for teachers and adjudicators and any primary and secondary qualifying events for Oireachtas Rince na Cruinne."
