Packages quoted on resort websites do not include your transportation to KT but the price usually includes land transfers between KT & Merang and speedboat transfers between Merang & Redang (you should still check the terms and conditions of the package to be sure).

Usually if you book through a travel agent in your own city, in this case KL, they should be able to quote you package prices which include the KL-KT transportation.

If you are visiting during peak season, it's advisable to book a package in advance first since Redang can get pretty crowded, and you may not be able to find rooms if you manage to go as a walk-in guest. Unlike Perhentian, boat services to Redang are provided by each specific resort, so you can't just hop onto any boat and then scout around for accommodation on the island. Different resorts have their own check-in area at Merang jetty for guests to board the resort's boats. In Perhentian, there are water taxis so if you can't find accommodation on one stretch of beach, you can just take a water taxi to other resorts at other beaches. In Redang, there are no water taxis, so if resorts on one beach are full, it's not so convenient to travel to other resorts to find a place to stay. Perhaps that is one reason why Perhentian is very popular with backpackers (also has plenty of affordable accommodation like dormitories and non-aircon chalets) as it affords this flexibility.

Redang caters more to upmarket customers who prefer a complete hassle-free end-to-end customer service, i.e. get taken care of from the time they land in KT to start their vacation until they are returned to KT at the end of their vacation.

It's hard to recommend any specific resort because that is dependent on your budget and the criteria that's important to you (e.g. facilities, location, privacy etc. - check out the resort section on the main website for more info). From what I've personally seen & heard, all the resorts located at Pasir Panjang, the Berjaya resorts and Kalong Beach Resort are possible candidates - all offer clean & comfortable accommodation that would satisfy any backpacker - or you can even try the campsites if you are really on a shoestring. I was a backpacker myself many many years ago travelling Europe/Scandinavia on a tight budget so I understand what backpackers look for! :)
