Yes, like I also said many did not have the means to get out, perhaps even most of them did not. There were however, those that voluntarily stayed. For some, it seemed too great of an effort to pack up and go. I read that many of the elderly felt that way. I think others were more afraid of losing property to looting, rather than the storm. They stayed with the intention of protecting their property. Obviously, none of these people believed it would get as bad as it did.
There is no argument here that is it a horrific tragedy. I was just there in N. Orleans three months ago. I had a wonderful time and met many wonderful people. Even if some people refused to evacuate for whatever reason, I am not one of those people who say they deserved what they got. I feel badly for everyone who was affected, with the exception of the muggers, looters and rapists.
