My Gracie who was 5 when I adopted her and she came from southern WA to Vancouver, Canada and was much the same way. Only she didn't hold it. She would wait until opportunity presented itself and then would go to her favorite place to hide and pee behind the couch. There were three things that seemed to help other than taking her out a lot. First, instead of just taking her into the back yard I take her for a walk around the block. Of course when it is really cold she does not want to leave the yard so I pick her up and carry her to the furthest point from the house and then we walk back. Sure enough on the way home she smells some other doggie message and cannot help herself but answer it with her own pee after which she is offered a lot of praise and a tiny bit of a treat. And the walking encourages her to do her poop too. I also got her a really warm four legged "ski" jacket that goes over top of her other clothes when we go out in the truly cold weather.
