I have an several Shih tuz's who have had chronic dry eye including my current tzu. The medication works well, but you have to be vigilent and learn the signs of a beginning ulcer to avoid it getting really painful. I'd join a Shih tzu or Peke forum to learn more about dry eye as it's chronic with those breeds.
There is also a surgical option. I had a German shepherd with chronic dry eye. Our ophthalmologist here in Wilton, CT was able to do a surgery to run a saliva duct to his tear duct. When he salivated is moistened his eyes. It is NOT a cheap surgery, but allowed him to be comfortable for the first time in his life and to see pretty well again. One eye did not do as well as the other and required Optimune ointment once a day. We lost him last year to Osteoscarcoma.
