APM is flakey on Windows, and can often report erroneous power levels on batteries. To see if you have battery problem or a Windows problem, try the charge indicator on the battery itself. If it shows a full charge, then your problem is with Windows' APM support.
To rest your APM, open device manager (System Control Panel or Right-click on My COmputer) and then expand the tree for System Devices. Delete "Advanced Power Management", APM Battery Slot and anything else that says APM on it. When you reboot it may or may not reinstall these components automatically. If it doesn't, go to Add New Hardware and add Advanced Power Management manually (it may find it on the autodetect sequence, then again, it may not).
After doing the above, you will have new APM files, which may fix the problem. I had the same problem with my SE, though nowhere near as drastic as yours (from 100%, down to the mid 80% range, and reinstalling APM returned my computer from 2 hours to 3 1/2 hours of battery life.
If your problem is the battery itself, there are sources for replacements. I don't remember the name of the shop in Alhambra, CA, but I can get it for you. They had an identical LiIon 12 cell with all of the same voltage and polarity under the SOny label (Sony is one of only three suppliers of LiIon technology). Let me know if you need it, and I'll write down their phone number the next time I drive by.
