If you are wanting this pup to not like people, then correct him for the bad behaviors. If you want him to like people, then everytime he sees someone he should get a positive experience. Like Sam said, it could be some fear. Since he is a guardian breed, his instinct is to protect, but his young age is insecure. If you start correcting him everytime he barks at a person, he will start association people with bad things. I would instead teach him an incompatible behavior, such as sit. So everytime he starts to bark at someone, right away put him into a sit. Then reward him for obeying his commands. That should take his focus of the stranger, and let him see that people being around him is okay. It will also show him that you are the leader and you will take control over situations. And it won't take away his natural instinct to protect.

As for being startled, don't make a fuss over it. The more of a fuss you make, good or bad may encourage that type of reaction. You can calmly say enough and walk away.
