Mobile Homes have either a 4/12 or 3/12 roof pitch. If it is a 3/12 pitch I would never "go over" the existing roof because of where the courses overlap becomes too high for the water to run over and the water starts to bleed sideways. I also don't like to roof over a 4/12 pitch but I will do it when a home owner can't afford removal of the existing roof. I won't do work that I have no confidence in since I stand behind my workmanship warranties 100%. Ice &Water Shield cost over 3 1/2 times of 30lb felt and is not recommended to be installed on a "go over". Ice &Water Shield is like a big rubber sticker that is not fastened to the roof by any means other then its self adhesive properties. It performs much like a rubber seal and it negates its performance to install it over an existing roof. The existing roof is not smooth enough for it to properly seal. I would recommend a 30lb felt be installed for a "go over" on a 4/12 pitch.

I wouldn't recommend coating the valleys before you install material over your existing roof. I'm not sure why this would be done unless you were thinking of using the existing valley without installing new (not recommended). New valley metal can be installed right over the existing roof with the new installation. The felt paper should be installed over the old roof as if it wasn't there over the existing valleys.
